WHAT IS THE TDYCC?
The Theodore D. Young Community Center, Department of Community Resources seeks to improve the quality of life for Greenburgh residents by providing a variety of educational, cultural, recreational, and social activities and services. The original mission of the Center set forth 30 years ago continues today with the goal of lessening problems caused by poverty, racism, and cultural deprivation.
The Center’s policy is to respond to the needs and interests of the community. Therefore, new programs are implemented throughout the year which may have been proposed after the printing of this brochure. Be sure to check out the Flyer Rack at the Front Desk for an update on new programs.

Bil Carter - Commissioner
On October, 2008, William Carter was appointed the Commissioner at the Theodore Young Community Center (Department of Community Resources).
Bill is well known and respected in the community. He has been an advocate for the youth and coordinates county funded youth initiative programming in Greenburgh, NY since his inauguration. He has been responsible for insuring contract compliance of youth services providers contracted by the county and facilitates all aspects associated with resource allocation of over 8 million dollars in youth development funding.
Bill has also worked with the Educational Opportunity Center of Westchester and with the White Plains Youth Bureau. He currently teaches at Westchester Community College (Adjunct Professor) and worked at Hawthorne Cedar Knolls School and Family Service of Westchester.
Bill has outstanding education credentials. He received his MSW from Columbia University School of Social Work and was the recipient of the Eveline Burns Scholar in Social Policy Fellowship. He graduated from Dominican College of Blauvelt (Summa Cum Laude), with a BS in Social Work. He has been invited to give presentations to colleges, educators around New York State and St. Lucia.
He is active in African American Men of Westchester and received his license from the State Education Department as an HIV Test Counselor. There is much, much more I can say about Bill’s background. He was one of the three finalists of our Search Committee –and is highly regarded by those who know him. I think he will be an outstanding Commissioner and look forward to working with him. The town is lucky to have him as our next Commissioner.
Bob Baldwin - President/CEO - City Sketches, Inc.
Bob started his first job at the age of 15 to take care of his family after his father fell ill. He later attended Geneva College in Beaver Falls, Pa., and acquired his degree in Business Administration with a Communication Minor it was there where he fell in love with Accounting and Radio.
Prior to graduating, he interned under Pat Prescott (WLIB) and Frankie Crocker (WBLS) in NY, which launched his Broadcasting career part-time, in between developing his solo recording career at Atlantic Jazz under Sylvia Rhone. In between recording his first 6 CD's (through 2008), he spent 3 years with MCI Sales and 14 years with Sprint's Accounts Receivable Department.
In 1997, he launched City Sketches, Inc. and began working on 6 more discs. The company was birthed initially to do Music Production, but has recently focused on Radio Programming, which included WJSJ/Jacksonville, KJAZ/Bermuda and WCLK/Atlanta. In October, 2008, he launched the New UrbanJazz Lounge, which began one hour at WJZZ (Radio-One) in Atlanta. The program currently has stations in the South and Northeast. As he weaves in and out of radio, he will be released a retrospective disc reflecting on his first 20 years in the business as an artist, appropriately titled, "The First 20".
As Executive Producer, Baldwin has overseen the Brazilian-American Jazz Festival, The Croton Point Park jazz Festival, The Wednesday WindDown Jazz Festival and the Trumpets Jazz Series. In 2010, he produced the NewUrbanJazz @ the Arts xChange in White Plains @ the largest Arts Council in the State of NY. CSI has also hosted the NewUrbanJazz Party in Rehoboty Beach, De., as well as for Eulis Cathey @ Joe's Pub in NYC.
Bob's educational credentials include a BS in Business Administration from Geneva College in Beaver Falls, Pa.
Bob was also the producer of the now-famous Croton Point Park Music Festival in 2005 which touted such artists as Marion Meadows, Phil Perry, Pieces of a Dream, Dave Valentin and more. Artist Home Page
